I have moved both groups ($levels in txp) and permissions ($txp_permissions) in to the database. There is a very basic UI to allow adding and deleting each, but nothing that allows assigning permissions to a group. I am in need of UI design assistance on how to make this happen in an easy to use way for the user. I can write the php code to sit behind the interface you design.

I don't think a giant table will work for this since neither the groups nor the actions are a static in size. My initial thoughts were to duplicate the workflow on the Strings tab (created by netcarver) to allow a person to search for a specific action and then modify the groups assigned to it. I haven't proceeded with that since I'm not sure whether it would be more useful to group the permissions by user group instead of by action.
